CHIPINGE—The Procurement Regulations Authority of Zimbabwe (PRAZ) has launched an audit into the Chipinge Town Council (CTC) following reports of a USD$17,000 toilet construction at a cemetery that elicited public outrage on social media.

A four-member team from PRAZ initiated the audit last Tuesday and concluded their investigation on Friday.
The audit is not solely focused on the controversial ablution facility, according to James Mutemera, the acting secretary of CTC.
“Yes, they (PRAZ) are here and they are conducting compliance audits, but not only for the cemetery ablution,” Mutemera confirmed.
The audit by PRAZ was instigated after Chipinge residents demanded an independent audit and called upon the Zimbabwe Anti-Corruption Commission to scrutinize the local authority over the funds used for the toilet construction, which they deemed excessive.
A member of the PRAZ team, who chose to remain anonymous, confirmed the ongoing audit at CTC.
“We are here at Chipinge Town Council, conducting a special audit concerning procurement processes. This comes after we received reports about a toilet that was constructed for $17,000. We will delve into whether this was properly executed in terms of procurement processes. If any irregularities are found, we will present a report to the relevant ministry for further action,” the team member stated.
The tender for the project was granted to Gwenzi Hardware in March of this year on a fix and supply basis.
